But what about the part played by buildings, with all their systems for heating, cooling, lighting and power?

The same day that Tony Blair, George Bush’s closest ally, announced the departure of some British troops from Iraq, Italy’s prime minister was humiliated in a crucial parliamentary vote, centring on Italy’s involvement in Afghanistan.

As President Giorgio Napolitano began consulting party representatives on a possible replacement for the prime minister, the cause of Mr Prodi’s troubles looked more significant than their immediate result. Rather than forcing Italy’s long-suffering voters back to the polls (this was the 61st government since 1945) the president was expected to try for a cabinet headed by someone more widely acceptable in parliament, or even for a remodelled Prodi administration. The outgoing coalition’s core parties quickly said they would support Mr Prodi again.

Mr Prodi actually won the vote in Italy’s Senate by 158 votes to 136 with 24 abstentions. But abstentions count as votes against, so the formal result was a two-vote defeat. It was not, technically, a confidence vote, so Mr Prodi did not need to step down. But his foreign minister, Massimo D’Alema, had just said that defeat would mean it was time for “everyone to go home”. Exultant representatives of the centre-right, which is led by the media proprietor and former prime minister, Silvio Berlusconi, pounced on his undertaking. Holding aloft a copy of a newspaper headlining the pledge, Mr Berlusconi’s chief whip in the upper house cried: “There is no Prodi government any more. The Prodi government has fallen in this chamber.” When news reached the lower house, the Chamber of Deputies, scuffles broke out between government and opposition. Over a hundred people gathered outside Mr Prodi’s office chanting “Resign, resign”.

Behind the defeat lay profound divisions over foreign policy within Mr Prodi’s government. In recent weeks two largely separate issues have become perilously entwined. One is Italy’s contribution to Afghanistan’s International Security Assistance Force (ISAF). Since Mr Prodi pulled Italian forces out of Iraq last year, the left-most members of his sprawling, nine-party coalition, which includes Greens, Christian centrists, ex-communists and radical leftists, have increasingly focused their attention on ISAF. Though the mission has a United Nations mandate, it is NATO-run, jarring the Italian left’s strong pacifist and anti-American sensibilities. Three ministers walked out of the cabinet rather than sign off extra funding for the Afghan force, which has yet to be endorsed by parliament.

Read the rest of the analysis on Economist.comSelene Verrihttp://www.blogger.com/profile/08515327054757630227noreply@blogger.com0tag:blogger.com,1999:blog-10108491.post-76479243196891557552007-01-29T23:26:00.000+01:002007-01-30T00:29:37.503+01:00Fifty is a dangerous ageTHE obvious place to start reflecting on the 50th anniversary of the Treaty of Rome is, well, Rome. It was here on March 25th 1957 that leaders of six European countries―France, West Germany, Italy, Belgium, the Netherlands and Luxembourg―came together to sign the famous document. Grainy black-and-white photographs show a clutch of men in suits (not a single woman is to be seen) sitting before old-fashioned microphones in an ornate Italian palazzo.

Read the whole story on Economist.comSelene Verrihttp://www.blogger.com/profile/08515327054757630227noreply@blogger.com0tag:blogger.com,1999:blog-10108491.post-15285676563292731492007-01-28T18:29:00.000+01:002007-01-28T18:40:18.953+01:00Wellness, longevity take varied paths in U.S., CubaU.S. healthcare costs more than Cuba's and may not have an edge in helping people live longer, but Cubans often lack prescription drugs and over-the-counter remedies.

The average Cuban lives slightly longer than the average American, but the American's healthcare costs $5,711 a year while the Cuban's costs $251.

Those are the figures of the World Health Organization. Some experts question the accuracy of the Cuban numbers, but no one doubts the underlying revelation: There is little relationship between the cost of your healthcare and how long you'll live.

''Medical care is responsible for only a small portion of the variation in life expectancy,'' says Gerard Anderson, a Johns Hopkins professor specializing in health policy. ``Behavioral factors such as diet and exercise are much more important. The U.S., which spends much more than any other industrialized country on healthcare, is getting little value for much of the spending.''

Do you speak toutes les langues ?
LE MONDE 27.01.07

©

Leggi l'articolo per intero su Repubblica.itSelene Verrihttp://www.blogger.com/profile/08515327054757630227noreply@blogger.com0tag:blogger.com,1999:blog-10108491.post-49058558019914916052007-01-05T12:06:00.000+01:002007-01-05T12:31:11.149+01:00Airlines savaged over environmentA minister has launched an outspoken attack on the airline industry over failure to tackle carbon emissions.

Speaking to the Guardian newspaper, Environment Minister Ian Pearson said budget airline Ryanair was the "irresponsible face of capitalism".

He singled out US airlines' attitude to cutting emissions as "a disgrace".

The EU is to include airlines in its carbon trading scheme, which will see them pay for exceeding their current level of emissions.

Flights within Europe will come under the jurisdiction of the Emissions Trading Scheme by 2011.

The scheme would be expanded from 2012 to include all international flights that arrive at or depart from an EU airport.

Airlines would be issued with pollution permits - those that cut emissions would be able to sell their surplus while an airline that increased its emissions would have to buy more permits.
Ryanair has opposed efforts to control carbon emissions in this way, saying a trading scheme would discriminate against low-cost airlines.

Read the whole story on BBC NewsSelene Verrihttp://www.blogger.com/profile/08515327054757630227noreply@blogger.com0tag:blogger.com,1999:blog-10108491.post-59131233101283755762006-12-31T12:31:00.000+01:002006-12-31T12:53:32.991+01:00'Molecular condom' to combat HIVA "molecular condom" to protect women against HIV is being developed by US scientists.

The liquid formulated by a University of Utah team turns into a gel-like coating when inserted into the vagina.

Then, when exposed to semen, it returns to liquid form and releases an anti-viral drug to attack HIV.

However, the technology, featured in the Journal of Pharmaceutical Sciences, is still around five years away from being tested in humans. With full U.S. backing and military training, at least 15,000 Ethiopian troops have entered Somalia in an illegal war of aggression against the Union of Islamic Courts, which controls almost the entire south of the country.

As with Iraq in 2003, the United States has cast this as a war to curtail terrorism, but its real goal is to obtain a direct foothold in a highly strategic region by establishing a client regime there. The Horn of Africa is newly oil-rich, and lies just miles from Saudi Arabia, overlooking the daily passage of large numbers of oil tankers and warships through the Red Sea. General John Abizaid, the current U.S. military chief of the Iraq war, was in Ethiopia this month, and President Hu Jintao of China visited Kenya, Sudan and Ethiopia earlier this year to pursue oil and trade agreements.

The U.S. instigation of war between Ethiopia and Somalia, two of world's poorest countries already struggling with massive humanitarian disasters, is reckless in the extreme. This study provides a snapshot of the opinions, feelings, fears, frustrations, and also the hopes for the future shared by many Muslims in the EU.
“Integration is a two-way process. Many European Muslims acknowledge that they need to do more to engage with wider society. At the same time Europe’s political leaders must make a stronger effort to promote meaningful intercultural dialogue and tackle racism, discrimination and marginalisation more effectively,” said EUMC Director Beate Winkler.

Download:

The Study:
Perceptions of islamophobia: PDF [ en - fr ]

Acrobat Reader is needed to read pdf-documents. This arbitrary deadline, however, does not recognize that eighteen people indicted by the ICTR and six people indicted by the ICTY still remain at large. The outstanding cases include people accused of being most responsible for the crimes, which include genocide, war crimes and crimes against humanity.

More on the Amnesty International websiteSelene Verrihttp://www.blogger.com/profile/08515327054757630227noreply@blogger.com0
